1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND URGING THE DEPARTMENT OF HEALTH AND
3 WELFARE TO WORK WITH THE FOOD SAFETY ADVISORY COUNCIL TO REVIEW CURRENT
4 RESEARCH ON HEALTH RISKS PERTAINING TO NATURAL RUBBER LATEX USE IN FOOD
5 PREPARATION AND RECOMMEND GUIDELINES TO DEAL WITH SUCH RISKS.
6 Be It Resolved by the Legislature of the State of Idaho:
7 WHEREAS, improving and protecting the health of all Idahoans is a primary
8 issue and an important goal of the state; and
9 WHEREAS, latex allergy is an allergy to proteins in natural rubber latex
10 which can be life threatening; and
11 WHEREAS, natural rubber latex (NRL) is found in more than 40,000 commonly
12 used products in health care, child care, schools, communities and homes.
13 Among persons who are predisposed to latex allergy, reactions can be elicited
14 from not only touching a product containing natural rubber latex, but also
15 from inhaling airborne protein particles and some highly latex-allergic indi-
16 viduals have had reactions to foods that were handled or prepared by people
17 wearing latex gloves; and
18 WHEREAS, there are three types of NRL related reactions: "irritant contact
19 dermatitis"; "type IV chemical sensitivity"; and "type I latex protein sensi-
20 tivity" and type I reaction is the true latex allergy, with symptoms that may
21 include hives, itchy eyes, wheezing, hoarseness, runny nose, asthma, rapid
22 heartbeat, anaphylaxis and death; and
23 WHEREAS, people at increased risk of latex allergy include those with
24 spina bifida, industrial rubber workers, healthcare workers, and children who
25 have had multiple surgeries, and it is estimated that one to six percent of
26 the general population have latex allergy; and
27 WHEREAS, latex related allergic reactions are preventable; and
28 WHEREAS, Idahoans should recognize that natural rubber latex can cause
29 potentially serious allergic reactions and medical problems; and
30 WHEREAS, avoidance and education are crucial means for prevention, and
31 individuals at risk for latex allergy should be educated on the importance of
32 avoidance, symptom recognition and prevention strategies; and
33 WHEREAS, an increase in the awareness of latex allergy may reduce the num-
34 ber of individuals suffering from allergic reactions.
35 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
36 sion of the Fifty-ninth Idaho Legislature, the House of Representatives and
37 the Senate concurring therein, that the Idaho Department of Health and Welfare
38 is urged to work with the Food Safety Advisory Council to review current
39 research on health risks pertaining to natural rubber latex use in food prepa-
40 ration and recommend guidelines to deal with such risks.
